According to journalist Miguel Delaney in his Reading the Game newsletter in The Independent (1:32 pm, November 10, 2023), City want James as a long-term replacement for Kyle Walker.
Walker signed a new contract with City in September, but the England international right-back is 33 now.
James is only 23 and has played 16 matches for England already.
City are one of the biggest clubs in the world who won the Premier League, the UEFA Champions League and the FA Cup last season.
I believe that a move to the Etihad Stadium would be appealing to all players.
However, it seems that James does not want to leave Chelsea.

Manchester City should not give up on potential Reece James transfer
In my opinion, Manchester City should not give up signing Reece James from Chelsea. I am sure that James will not leave Chelsea in the January transfer window.
The 23-year-old right-back may not even part company with the former Premier League and UEFA Champions League winners in the summer of 2024.

However, you never know what could happen in the coming years. How many of us predicted that City would sell Gabriel Jesus to Arsenal?
Not many would have seen Chelsea letting Mateo Kovacic leave for City in the summer of 2023. I believe that James could end up at City in the future.
Just because the England international right-back has come through the Chelsea youth system does not mean he will stay at the Blues forever.
After all, Mason Mount left Chelsea for Manchester United in the summer of 2023. Big clubs in England are now selling players to each other.
