Well – according to talkSPORT – the England international is keen to join Newcastle this month.
However, it is said that Manchester City are currently preventing Phillips from linking up with Eddie Howe, as the Citizens want the Magpies to pay a £5m loan fee.
Not only that, but talkSPORT add that Manchester City also want Newcastle to sign an obligation to buy the 28-year-old at the end of the season.
Manchester City are believed to value Phillips at £40m – according to 90min – so in that respect, it could be presumed that the title winners want Newcastle to agree a £35m obligatory purchase option once the £5m loan ends.

Howe is believed to want the Manchester City No.4 as a replacement for Sandro Tonali, but due to Financial Fair Play restrictions, a permanent deal is difficult.
Newcastle would be happy to take Phillips on loan, but the fact Manchester City want the Magpies to agree a permanent summer deal – before taking a proper look at the Yorkshireman – is proving to be an obstacle.

In our view, Manchester City will find it hard to convince anyone to sign an obligation to buy Phillips.

The £45m man has made just two Premier League starts since his move from Leeds United in July 2022, while he has also struggled with a shoulder problem in recent years, which required surgery in September 2022.
Therefore, Newcastle – and presumably other sides – will understandably want to take a proper look at Phillips on loan before committing to a permanent deal in the region of £35m.
