Manchester City are not against loaning out players to give them the chance to play regularly elsewhere.
For instance, City have loaned out the likes of Issa Kabore, Maximo Perrone and James McAtee among others in recent years.

Paul Merson drops Kalvin Phillips verdict after latest Man City loan exit
In a recent column for Sportskeeda, Paul Merson said this about Kalvin Phillips following his loan move to Ipswich Town.
He said: “One would hope Kalvin Phillips can get back to his best at Ipswich, but getting back to the England squad would be tough.
“Gareth Southgate liked Phillips, so he didn’t have to do too much to get into the team, But it’s different now and his confidence is a bit low.
“There’s definitely a player in there though, he just needs to work hard.”

As Merson mentioned here, Michail Antonio also claimed that Phillips was hving problems with his confidence during last season’s loan spell at West Ham United.
Since joining Kieran McKenna’s side on a season-long loan deal, the Englishman has appeared in both of Ipswich’s two previous Premier League games against Fulham and Brighton & Hove Albion.
In his first league game of the season against Fulham, the midfielder completed 70 minutes during which he gave possession away 10 times as well as getting dribbled past three times.
Then in the 0-0 draw at Brighton, Phillips showed his defensive ability by making three tackles, three interceptions and four clearances.
Looking ahead to the remainder of the season, everyone at City will undoubtedly be hoping that Phillips can continue to play regularly and get his confidence back up.
