Well, it is said that the England international has asked to leave, and Pep Guardiola will not stand in his way.
However – despite negotiations starting with Newcastle over a loan deal – the Citizens and the Magpies are bickering over one detail.
The story from TEAMtalk states that Manchester City want Newcastle to agree to an obligation to buy Phillips at the end of the season, although Eddie Howe’s side would prefer a straight loan.
You can understand Newcastle’s stance, as the Manchester City No.4 has not played much football in recent times – making just two Premier League starts since his £45m move from Leeds United in July 2022.
Therefore, Howe clearly wants to have a proper look at Phillips before committing to any permanent deal – the Citizens are believed to want £40m for the Yorkshireman.

Juventus are also in the race to sign the 28-year-old.
A story from Calciomercato even claimed that Phillips had verbally agreed to join the Italian giants, although that has since gone quiet.
Manchester City should sanction straight loan to Newcastle
We can understand why Manchester City want an obligatory purchase option included.
However, that would come at a fixed price, potentially limiting the amount Manchester City could make in the summer if Phillips does well.
